1. General Situation

(1) Fundamental Situation
As one of the earliest base for the research and manufacturing of computers all over the Chinese colleges and universities, the Computer Specialty of Chongqing University was founded in 1958. In 1986, the Department of Computer Science underwent its setup and the recruitment of the earliest Ph. D. candidates. It is in 1998 that the College of Computer Science witnessed its establishment.
The College owns the right of awarding the M. Sc. degree as well as the Ph. D. degree over all branches of computer science and technology, including Computer Software and Theory, Computer Application Technology, and Computer Architecture. Chongqing?ˉs Computer Science and Technology Key Discipline and Chongqing?ˉs Software Engineering Key Laboratory are also situated therein. Besides, the College holds two student-oriented specialties: one is Computer Science and Technology, and the other is Network Engineering.

The College owns about 120 staff members. Among them there are 6 doctorate supervisors, 10 professors, and 42 associate professors. More than 40 doctorates have received their Ph. D. degrees from the College, more than 300 graduate students have received their M. Sc. Degrees, and more than 3000 students have received their bachelor degrees.

Prof. Tinghuai Chen, one of the leading professors of the College, chaired the IEEE 19th Multi-valued Logic International Conference and the Sino-Japanese Joint Conference on Fault Tolerant Computing. Prof. Zhongfu Wu currently hold the positions of Head Deputy of the Education Ministry?ˉs Long-distance Education Specialist Group and the Member of the Education Ministry?ˉs Information Science Specialist Group. As one of the members of the National Higher College?ˉs Education Research Association and the Chongqing?ˉs Computer Association, the College has successfully organized domestic conferences for many times.

( 3)Equipments
The College is equipped with first-class experimental equipments, including one RS/6000 commercial small computer, one AS/400 computer small computer, one SUN E450 workstation, six IBM X-station graphics workstations, and more than 500 computers that are at least of the PII/266 level. Nearly all these equipments are interconnected by the local network and connected to the Internet.

(4) Books and Papers
Since 1995, 18 books have been published. Among them, <Synchronized Service Digital Network> was published by the well-known Taiwanese Central Press, and both <Multiprocessing and Intelligent Multicomputer System> and <Knowledge Engineering> received the first-rank award of the Electronics Industry Ministry for excellent textbooks. <English for Computer Science> has been pressed up to 15 times, with more than 200,000 pieces. <Course for Internet Basics> can be found in the National 95 Specified Textbooks for Electronics.

3. Digital Image Processing Theory and Applications

Introduction:
The early work on digital image compression was mostly focused on the analysis and operation in the time region or space region or frequency region, making only use only of part of the image characteristics. To enhance the compression ratio as well as shorten the needed time, it is necessary to utilize the characteristics of more than one region. A group of young teachers in our college have been indulging in the research of this subject for quite a few years. In 1998, we completed ??Remote Measuring Data Compression System?ˉ, the project of Chinese Aeronautical Industry Main Corporation. The algorithm therein was evaluated as internationally advanced both in the compression ratio and the operation time. Thereby we received the second-rank award of Chinese National Defense Science and Technology Progress. In 1999, we finished ??Research of Wavelet Theory and Data Compression Technology?ˉ, the National Education Ministry?ˉs Excellent Young Teacher Fund Project, by presenting a series of compression algorithms. Also, these algorithms were evaluated as internationally advanced by many famous specialists.
We have published more than 20 papers in the field of image reconstruction algorithm with applications in ICT. Of them, two were in Electronica Sinica, and one was collected in Chinese Journal of Computers. Based on this, we have successfully finished one National Natural Science Fund Project. Remarkably, we have successfully applied our image reconstruction algorithms to the ICT technology and thereby realized the lossless test of various equipments. These results have been used in the national defense field. Moreover, we have received the second-rank awards of both the National Education Ministry?ˉs and Sichuan?ˉs Science and Technology Progress.
We have made a deep research on the wavelet theory and the algorithms involved in the data compression, and thereby have proposed a series of novel compression algorithms. Some of our main results are listed below:
(1) A necessary and sufficient condition for a bi-orthogonal wavelet that is built by using a bi-orthogonal perfect reconstruction filter bank was proposed, and thereby a construction method for a bi-orthogonal wavelet was given. This method enjoys the striking advantage of approximating the ideal low-pass filter and the ideal high-pass filter simultaneously by the numerical optimization method.
(2) A compression method was proposed by using the forecasting of the wavelet coefficient within a single frame. The basic idea is to make a forecast by making full use of both the correlations between different scales in the same direction and the zero coefficient blocks. As a result, the redundancy in the space is greatly diminished.
(3) A wavelet-oriented bit allocation algorithm was described. This algorithm can adjust the compression ratio of the image flexibly. On the other hand, it can achieve nearly the best quality of the reconstructed image quality given the compression ratio. Therefore, it is applicable to the applications where bit allocation is needed or changeable compression ratios are taken into consideration.
(4) A lossless coding algorithm that is based on higher-order dynamic lexicon model was presented. Compared with the early algorithms, our algorithm achieves a better trade-off among a number of main indexes.
It bears not only theoretical importance but also widespread application potentials to study multimedia data compression and relevant practical system. Quite recently, we have undertaken ??Compression System for the Document Scanning Image Data?ˉ, the Chongqing?ˉs Attacking Project. Our goal is to exceed existent algorithms in terms of the compression ratio and embed the new algorithms into real software system.
